Report a Non-Emergency Stormwater Issue
Stormwater is runoff from rain, snow, and sleet that flows from roads, driveways, and parking lots into the city drain system. Cottonwood Heights maintains 89 miles of storm drain pipes and drainage channels from 4 to 84 inches and maintains 1,620 storm drain structures and 104 outfalls to Big Cottonwood Creek, Little Cottonwood Creek, and East Jordan Canal.
Stormwater Fee
In June 2021, the Cottonwood Heights city council implemented a $7.50 monthly stormwater fee to repair, maintain, and replace the city's stormwater infrastructure, which needs significant upgrades and ongoing maintenance. This monthly rate is based on a 4,000-square-foot equivalent residential unit (ERU), or amount of impervious surface on a single-family residential property, including concrete, patios, sports courts, parking lots, and rooftops.

Construction Stormwater
- Sites larger than 1 acre must submit a SWPPP (Stormwater Pollution Prevention Plan) under the Construction General Permit (CGP).
- Sites less than 1 acre that are part of a larger plan of development must submit a SWPPP per the Common Plan Permit (CPP).
- SWPPPs will be reviewed using the City's SWPPP review Checklist.
- Sites that meet the above conditions must submit a Notice of Intent (NOI) prior to beginning work and file for a Notice of Termination (NOT) upon completion.
- Sites that do not meet the above criteria may submit a NOT Exemption to the City.
- All projects larger than 0.25 acres must get a Fugitive Dust Permit

Long-Term Stormwater Management
- Subdivisions and HOAs should use the Long-Term Stormwater Management Agreement, Plan Template, and Inspection form
- Single Home Owners should use the Stormwater System Covenant and Plan Template
Stormwater Management Plan
Cottonwood Heights' Stormwater Management Plan (SWMP) is reviewed annually and updated as needed. These documents outline the City's best effort to preserve stormwater quality. Comments on the SWMP should be directed to Ben Nelsen.
