Subject: Report on City Planning Department and Building Department Activities for April 2009

By way of an update of current planning projects, we would like to report that we are currently reviewing 10 planning projects and finalizing 11 more.

 

The following list outlines the current development projects in the City.  This list is inclusive of all developments currently being reviewed in the planning department.

The applicant, McCown E. Hunt has submitted an application to amend the general plan for two properties along Highland Drive between La Cresta Dr. and 6850 South.  The Planning Commission felt that the any general plan amendment in this area needed to be considered in a neighborhood context instead of one or two lots at a time and has added additional lots to the amendment.  Properties under consideration for the general plan amendment are located on the west Highland Frontage Road from 6630 South to 6850 South.

This applicant is requesting a zone change from RR-1-43 to RR-1-29.  With the current zoning designation the applicant is allowed one lot.  The RR-1-29 zoning designation would allow up to two lots with the minimum lot size of 29,040 square feet.  The City Council in the past has already denied a zone change from RR-1-43 to RR-1-21 at this address.  The Planning Commission has heard public comment on this application and recommends that the Council deny it.  This item is scheduled for the Council on May 12, 2009.

The applicant is requesting the further subdivision of an original five acre lot.  Earlier this year, a minor subdivision was created on the 5 acres dividing off three one-acre lots, leaving a single two-acre lot.  The two acre lot was rezoned from RR-1-43 to RR-1-21.  The applicant is now requesting the subdivision of the two-acre lot into four one-half-acre lots, which has been designated phase II.  The total project in all its phases constitutes seven lots, which falls under the minor subdivision regulations.  The subdivision will be subject to administrative review.  A letter has been submitted to the developer with required revisions, and staff is waiting for the developer to submit an updated plat.

Name: Brighton High School Cell Phone Tower

The applicants are requesting a monopole cell phone tower that is disguised as a flag pole.  The applicant is proposing to locate this pole on the roof of the High School’s west building.  Staff has reviewed this application for completeness and found it to be lacking substantial elements.  A letter as been sent to the applicant and staff is now awaiting updated plans.

The applicants are requesting a minor subdivision for the eventual construction of a new building for the US Forest Service.  The property is currently the UDOT property used for equipment storage.  This application has not progressed in last six months.  This application has been extended until November 30, 2009.

As you are aware, this applicant is requesting to amend the ORD zoning ordinance to allow up to 12 story buildings.  The applicant is requesting this amendment to increase the height of the building know as the Old Mill IV, from six stories to 12 stories.  The Planning Commission heard comments from the public and a presentation from the applicants on April 1, 2009.  Additionally, staff has held two more public hearings with residents of Cottonwood Heights and another meeting with the neighboring business community.

The applicant has submitted a request for the installation of a 35 foot cell phone tower in Bywater Park.  Currently, there is a 25 foot wooden pole on the site.  If approved, the existing pole would be replaced with the 35 foot cellular monopole.  The applicant is requesting to extend their application.  In the meantime, staff is awaiting further revisions.
