COUNCIL MANAGER. In this government form, the citizens elect a Mayor (at large) and four city council members from districts. The Mayor and Council are part time. They approve the budget, set the tax rate, and adopt the policies under which the city will operate. They also select a City Manager.
The City Manager hires and appoints the remaining city employees and officers. The Manager implements the policies and priorities the council has adopted.
Who provides the municipal services?
We have contracted for police, animal services, municipal court, and public works from Salt Lake County. We self provide developmental services, including issuing building permits, scheduling inspections, issuing business licenses. We are members of Unified Fire Authority for fire and paramedic services.
Is the Recreation Center part of the City Services?
The Cottonwood Heights Parks and Recreation Service District is a separate taxing entity which provides for citizens who are members to be taxed on their property. It is completely separate entity, predating the city by a couple of decades. The Parks and Rec Center and the city do not have completely contiguous boundaries: about 80% of the citizens are in both. While we have similar interests in building a community with open space, recreational opportunities, trails, community events, we have separate budgets and operate under different state code. The city of Cottonwood Heights will not have to run its own parks and recreation department, with the Rec Center providing an abundance of opportunities from ice skating, swimming, tennis, racquet and basketball, softball, little league football, and soccer, and fitness training.
The Rec Center has been very generous as a supporter of city events, allowing use of Butler Park recently for Butlerville Days.
Do I need a business license?
By law, all businesses are required to license with the local municipality in which they are doing business. “Business” means and includes all activities carried on for the purpose of gain or economic profit. Local licensure ensures that businesses are safe to the public and given the protections under the law to which a licensed business is entitled.
Where do I start?
Start by completing any state or federal registrations and requirements which apply to your business:
All individuals, sole proprietorships and general partnerships conducting business under an assumed (DBA: “Doing Business As”) are required by law to register with the Utah State Department of Commerce. Registration is required so that a comprehensive state registry of all business and corporate information is available for public reference.
You will need an Employer ID Number (EIN) if you operate your business as a corporation or a partnership, or have any employees.
If your business is Retail Sales you will need a Utah State Sales Tax Number. Sales tax is a tax on the rental or retail sale of tangible personal property, admission and user fees, and certain services performed within Utah.
Any businesses or occupations requiring state licensing must provide verification.
Anyone wishing to start a business can go to www.utah.gov/business for more detailed information. For an easier, faster and more efficient registration process visit www.utah.gov/registration.
What next?
After completing your state and federal requirements, you may submit your application along with business licensing fees to Cottonwood Heights. Upon receipt applications will be distributed to the appropriate departments and agencies for approval. The processing time is approximately 2-3 weeks. Once all approvals and required forms have been received licenses will be issued and mailed.
